Rooppur power plant an example of energy sector mismanagement: Dr Muinul

The Rooppur Nuclear Power Plant has become a ‘white elephant’ for the country’s economy due to unrealistic project approvals by the ousted Awami League government, according to economist and former Chittagong University professor, Dr Muinul Islam.

Speaking at a regional dialogue in the port city on Saturday, Dr Muinul said, “Over the last 15 years, we have witnessed rampant corruption in the energy sector. The excessive import of energy, without adequately exploring local resources, has placed a significant strain on foreign exchange reserves. The Rooppur Nuclear Power Plant stands as a clear example of mismanagement and financial loss.”

The Centre for Governance Studies (CGS) held the first regional dialogue of the series titled ‘Dialogue for Democratic Reconstruction’ at the Hotel Agrabad, Chattogram.

Prof Dr Muinul Islam and Prof Nizam Uddin Ahmed were guests of honour while CGS Executive Director Zillur Rahman moderated the event.

Addressing the programme, Dr Muinul has called for a constitutional balance of power between the country’s prime minister and the president, advocating for the president to be elected by the people.

He proposed a bicameral parliament to replace the current unicameral system, ensuring minority representation in the upper house.

Dr Muinul has expressed strong opposition to rewriting the constitution, favouring amendments instead.

Prof Nizam emphasised the importance of safeguarding fundamental rights in any constitutional changes.

He believes that constitutional reform can be achieved by balancing the executive branch, noting that the ruling party often tends to alter the constitution post-election.

Zillur Rahman emphasised the importance of perseverance in building a democratic state, even if immediate results are not visible. He expressed optimism, stating that while the last government may have failed, it does not signify a failure for the nation as a whole.
